Spencer Hawes

CO-FOUNDER

Spencer has spent more than a decade helping companies navigate regulatory and policy obstacles as they scale. Prior to founding Runway in 2020, Spencer held roles in the finance and technology sectors focused on enabling growth through novel solutions to legal and political problems. In particular, as a senior regulatory lawyer at Uber, Spencer worked on global regulatory development across Uber’s international markets, as well as issues pertaining to autonomous vehicles, the gig economy, and how large organizations can make efficient cross-functional decisions.

Based in Amsterdam, Spencer leverages his experience across the US and internationally to advise companies on effectively addressing government-related issues as they expand. To do so, he focuses on building strategies that address near-term concerns as well as long-term priorities. This work takes an array of forms, from developing model regulatory frameworks and public policy campaigns to building efficient teams and company structures. As a result, Spencer enables clients to unlock greater and quicker scale across geographies.
